But if the state were only graded on how well it gets that information out to the public, it would be failing.

Morgan believes the attorneys, courtroom staff and law enforcement gave sworn statements before they knew the incident was being recorded.
According to an investigative summary done by the Sheriff's Office, attorney Rebecca Fleming would not give a statement saying she did not agree with the facts of the affidavit.
The investigative summary also showed that the pen used to record video of the incident was taken home by Sergeant Broussard before being entered into evidence, and according to Hartman replaced with something else.

The investigative summary also showed that the pen used to record video of the incident was taken home by Sergeant Broussard before being entered into evidence, and according to Hartman replaced with something else.

If you need cancer care or specialized surgery on your heart or brain, Utah’s newest hospital is not for you.
But if you want to Tweet and Facebook images of your knee surgery or ease labor pains in the warm embrace of a Jacuzzi, the sparkling new amenities at Lone Peak Hospital are geared to please.
Lone Peak, located off Interstate 15 in Draper, opened its doors on Tuesday. The 30-bed hospital, an add-on to a two-year-old standalone emergency department, secures MountainStar’s place in a growing and lucrative market in the southern Salt Lake Valley.
The for-profit health chain has been monitoring growth in Draper for the past six years, expanding services strategically, according to Mark Meadows, Lone Peak’s CEO. "We will follow our plans for smart growth and expand our services only as patient care demands."
Draper is young and growing; its population has bloomed 54 percent since 2000. It is Utah’s second wealthiest city and it boasts one of the state’s lowest uninsured rates.
And MountainStar, owned by the health care giant HCA Healthcare, is sparing no expense wooing its residents. The $54 million Lone Peak Hospital was built without tax breaks or economic incentives.
The second floor is dedicated to maternity care, featuring 10 warmly adorned delivery rooms with Internet access, flat panel TVs, glider chairs for new nursing moms and sleeper sofas for dads.
The operating rooms are voice operated and fully digital, equipped with cameras that allow surgeons to capture and edit video clips. The images are stored on a secure Cheap Dedicated server and can be accessed and edited by the surgeon and shared with colleagues and family members via a smartphone or tablet.
"In the old days, the doctor would come out and say, ‘The surgery went well,’" said Pete Keiley, an OR nurse at Lone Peak. "This is more efficient, it’s cleaner and it’s more patient-friendly."
The iSuite operating rooms, priced at a quarter-of-a-million dollars and nearly three times the traditional cost, promise a speedy return on investment.
The cameras feed TV screens in the operating room, providing a bird’s eye view of the surgical site to nurses and techs, explained Keiley.
All the arthroscopic equipment, normally wheeled in on carts, is integrated and suspended from the ceiling. And it’s "voice controlled," which means it can be operated for some tasks without touching it.
There are no cords to trip over and having equipment in easy reach helps control infections, said Kelly Beckstead, director of surgical services at Lone Peak.
And all these efficiencies reduce the amount of time patients must be kept under anesthesia, cutting costs and speeding their recovery.
Intermountain Healthcare has a hospital in Riverton featuring an inpatient satellite of Primary Children’s Medical Center. The hospital chain expanded Sandy-based Alta View hospital’s emergency room in 2009. And the University of Utah operates a health center in neighboring South Jordan.
These hospitals continue to thrive, despite Utah’s lowest per person health care spending in the country.
The construction of Lone Peak’s emergency room in 2010 didn’t noticeably draw business away from Alta View, said Intermountain Healthcare spokesman Jess Gomez. "Frankly we were more impacted by the expansion of our hospital in Riverton."
Utah is a growth state and its health care industry has conservatively kept pace, said Utah Hospital Association spokeswoman Jill Vicory. The American Hospital Association reports the number of inpatient beds in Utah increased 17. 5 percent between 2000 and 2010, while the population over that period rose 24 percent.

The Federal Energy Regulatory Commission said in an enforcement notice Monday that the bank used improper bidding strategies to squeeze excessive payments from the agencies that run the power grids in California and the Midwest.
JPMorgan has reportedly been in negotiations with the regulator to reach a settlement over the allegations. The agency recently levied a $453 million fine on Barclays, Britain's second-largest bank, for manipulating electricity prices in California and other western states. Barclays is disputing the allegations.
The notice could be a prelude to a settlement with New York-based JPMorgan, which is the largest U.S. bank.
JPMorgan spokesman Brian Marchiony declined to comment.
FERC's enforcement staff said its investigation had found improper trading practices were used at the company's Houston-based subsidiary, JPMorgan Ventures Energy Corp.
The energy unit used five "manipulative bidding strategies" in California between September 2010 and June 2011, and three in the Midwest from October 2010 to May 2011, FERC said. The agency that runs the Midwestern power grid, now called the Midcontinent Independent System Operator, covers all or parts of 15 states and the Canadian province of Manitoba.
JPMorgan Ventures Energy has contracts with power generating companies to trade their electricity. FERC said the JPMorgan traders offered to sell electricity at artificially low prices in a "day-ahead" market, so that companies would put their plants on standby mode to quickly generate energy. That would allow JPMorgan to earn special fees for putting the power plants on standby mode.
Later, the traders would offer to sell electricity from the plants at higher prices in the market for last-minute energy needs, according to FERC.
FERC suggested in court documents a year ago that bidding practices in JPMorgan's commodities trading business "may have been designed to manipulate" the markets.
The alleged conduct was brought to FERC's attention in 2011 by the California Independent System Operator, the agency that runs the state's power grid.
JPMorgan said Friday that is considering selling off part of its physical commodities business,Cheap Dedicated Server which includes metals as well as energy. The company said the possibility of new regulations was one of the factors behind the decision to look at a potential sale or partnership. Market abuses by Enron and other trading firms resulted in rolling blackouts throughout California during the summer of that year. FERC was empowered to impose fines of as much as $1 million per violation per day, compared with the previous limit of $10,000 per violation.
The states that are served by the Midcontinent Independent System Operator are Michigan, Minnesota, Wisconsin, Iowa, Missouri, Illinois, Indiana, Kentucky, North Dakota, South Dakota, Montana, Texas, Louisiana, Arkansas and Mississippi.

Much as she did the last time the Kentuck Museum Association sought an executive director, Emily Leigh has stepped up to make sure Art Nights happen, studio artists stay happy, unwanted bats stay away and the annual Kentuck Festival of the Arts in October takes place.
In 2009, Leigh, with friend and co-worker Carrie Fitts, helped guide the Kentuck Art Center through a dark period when former executive director Sara Anne Gibson resigned,Cheap Dedicated Server following allegations she had stolen from the organization. In February, Gibson pleaded guilty and was sentenced to serve three years under the supervision of the Tuscaloosa County Community Corrections program and seven years on probation.

“I negotiated for 30 hours a week, but I scheduled myself for 37, and it became 45,” Leigh said, laughing.
Pruitt left in 2012, under happy circumstances — newly wed and moving south. The major financial difficulties had been straightened out and order restored in the Kentuck world. Shweta Gamble was hired to replace Pruitt in July last year but resigned this spring when it became clear the board wanted someone with more fundraising experience.
In idcloak’s newly published article, How to unblock Facebook – the dedicated IP VPN solution, advice is given to users whose access to the social media site is prohibited. Where traditional proxies fail, the article says one type of service will succeed.
Before pitching the solution, the article explains the four primary obstacles that follow Facebook access through a proxy:
the fact proxies set off Facebook’s security checks (due to the unfamiliar IP location), meaning the user must spend considerable time validating their identity during each log in;
there are severe compatibility issues when accessing Facebook via proxies – the site and many of its features do not display properly (at best, the site is displayed in mobile device format);
proxy transfer rates are so slow that the site becomes unusable;
censors routinely block all known proxy IP addresses so access to the proxy is also denied.
The presented solution – a VPN with dedicated IP address – appears to negotiate all four of the above obstacles.
The author of the article, idcloak’s Robin Welles, explains, “When a user sets up a VPN with a dedicated IP address, they have continuous access to the web from one remote IP that is theirs and theirs alone. No one knows that this IP address belongs to a VPN proxy server except for the user and idcloak. This solves the problem of Facebook security checks as the site becomes familiar with the dedicated IP after the first login.”
“A dedicated IP also prevents censors from blocking access to the proxy, since they have no way of knowing it is serving an unblocking function. The VPN encryption also ensures Facebook content is not observed on its way in.”

We have direct involvement with our audience
You've seen her around town, but couldn't quite place her. Was she your server at Tim Hortons this morning? Or maybe you bumped into her in the Cambridge Centre as she aimlessly wandered through the shops like a typical 20-something.
"I get recognized almost every time I go out. It's just strange that it happens here because it's Cambridge," says Shawna Howson.
Howson is most notably known by her alter ego, Nanalew, and YouTube channel by the same name. With more than 92 videos, over 90 million views, and a dedicated fan-base three times the size of Cambridge, Howson etched out her place in the digital landscape.
"I started because I wanted to build an audience and have an effect on people. As YouTube has changed from a community site to a platform for sharing content, I've changed because I've found this passion for film," explains Howson.
Howson's channel is an eclectic smattering of internet gold with everything from parody music videos to web series to vlogs (video blogs) and more.
She started her channel in 2007, teaching herself how to act, film, edit, and produce. Howson quickly gained traction and developed a following of just over 394,000 subscribers. Since then she signed with Maker Studios, a company that provides support for up-and-coming artists, and started her own company called Parallax Studios Ltd. However, 2011 marked the pivotal moment that turned her hobby from a part-time passion into a full-time career.
After entering an online contest by Magnum Ice Cream Canada, Howson sent a message to her fans asking for support.
"It was vote-based," says Howson. "I didn't even have to make a video (on YouTube). My audience made it all happen through Facebook and Twitter."
Her Magnum winnings totalled $250,000 — $100,000 in cash and $150,000 in prizes.
"She didn't just enter a contest and hope she'd win. She entered on the last day of submissions so none of her YouTube friends could join and give her competition," says her mom Sharon.
Howson says the money gave her the freedom to work on content creation full time and she used a portion of the cash to buy camera equipment and a crane.
"As you get more and more established, there's a higher level of expectation. If we're going to shoot something, we've got to shoot it well," she says.
The collective "we" includes Howson's best friend and business partner Tessa Violet, who also goes by the online alias meekakitty.
Facebook and Twitter dominate the social media sphere with the former boasting approximately 1.11 billion users and the latter having just over 500 million accounts. Howson uses these spaces to connect with her fans and drive users back to her YouTube channel, where she earns money for every video view through YouTube's Partner Program.
The duo's most successful project to date is a parody music video where Howson satirically lip-synchs while standing in the rain. Filming took place over two days at her parent's Hespeler home.
"The girls were filming it here in the backyard," says Howson's mom Sharon. "They were laughing about it right after they produced it. Shawna's comment was 'This could either be really big, or nothing at all.' "
In less than two years Nanalew's Sail has been watched more than 59 million times or four times as many views than the band's official video. Cheap Dedicated Server It has also worked to significantly increase Howson's online fan base and support system.
"We have direct involvement with our audience and complete autonomy over our projects. That's really all you can ask for as an artist and as a businessperson."
Howson has a short film and podcast in the works. She's also working on other projects and recently began working on an iPhone app with a web developer out of England and early next month she'll be speaking at VidCon — a conference that can only be described as the Comic-Con of online videos.
"It's this quasi-universe," she says. "If I stop for two seconds to talk to someone there's a line of 40 people there waiting to talk to me. It's very surreal."

"I started because I wanted to build an audience and have an effect on people. As YouTube has changed from a community site to a platform for sharing content, I've changed because I've found this passion for film," explains Howson.
Howson's channel is an eclectic smattering of internet gold with everything from parody music videos to web series to vlogs (video blogs) and more.
She started her channel in 2007, teaching herself how to act, film, edit, and produce. Howson quickly gained traction and developed a following of just over 394,000 subscribers. Since then she signed with Maker Studios, a company that provides support for up-and-coming artists, and started her own company called Parallax Studios Ltd. However, 2011 marked the pivotal moment that turned her hobby from a part-time passion into a full-time career.
After entering an online contest by Magnum Ice Cream Canada, Howson sent a message to her fans asking for support.
"It was vote-based," says Howson. "I didn't even have to make a video (on YouTube). My audience made it all happen through Facebook and Twitter."
Her Magnum winnings totalled $250,000 — $100,000 in cash and $150,000 in prizes.
"She didn't just enter a contest and hope she'd win. She entered on the last day of submissions so none of her YouTube friends could join and give her competition," says her mom Sharon.
Howson says the money gave her the freedom to work on content creation full time and she used a portion of the cash to buy camera equipment and a crane.
"As you get more and more established, there's a higher level of expectation. If we're going to shoot something, we've got to shoot it well," she says.
The collective "we" includes Howson's best friend and business partner Tessa Violet, who also goes by the online alias meekakitty.
Facebook and Twitter dominate the social media sphere with the former boasting approximately 1.11 billion users and the latter having just over 500 million accounts. Howson uses these spaces to connect with her fans and drive users back to her YouTube channel, where she earns money for every video view through YouTube's Partner Program.
The duo's most successful project to date is a parody music video where Howson satirically lip-synchs while standing in the rain. Filming took place over two days at her parent's Hespeler home.
"The girls were filming it here in the backyard," says Howson's mom Sharon. "They were laughing about it right after they produced it. Shawna's comment was 'This could either be really big, or nothing at all.' "
In less than two years Nanalew's Sail has been watched more than 59 million times or four times as many views than the band's official video. Cheap Dedicated Server It has also worked to significantly increase Howson's online fan base and support system.
"We have direct involvement with our audience and complete autonomy over our projects. That's really all you can ask for as an artist and as a businessperson."

"It's this quasi-universe," she says. "If I stop for two seconds to talk to someone there's a line of 40 people there waiting to talk to me. It's very surreal."

why a service like Opbeat is a critical
While it’s apparently becoming easier and easier to become a developer — judging, at least, by the number of “learn to code!” platforms popping up by the month — the role of a lead developer and engineer within a young tech company has become increasingly demanding over the last five years. The job description now includes an expanding set of responsibilities. While many have focused on the consumer-side, Paul Graham recently wrote that “startups building things for other startups”have the potential to take off in a big way given the growing pool of potential users — in other words, other startups.
Opbeat, a stealth, Danish startup founded last year, is a startup that’s doing just that — particularly for the many over-worked engineers and developers to be found slaving away at your local startup. Specifically, Opbeat wants to help developers by giving them their own, hosted Control Center for the many web operations they manage on a daily basis — and one that can be set up in a matter of minutes.
By doing so, the young startup has attracted some of the most influential startup developers in recent memory not just as users, by as investors. To wit: Opbeat is announcing today that it has raised two rounds of outside financing from an impressive list of investors, beginning with — most recently — a $2.7 million series A round led by Balderton capital.
The startup also raised a seed round earlier this year from a group of angel investors, which include Instagram co-founder Mike Krieger, Facebook co-founder Andrew McCollum, former Spotify CTO Andreas Ehn, 23 co-founder Steffan Christensen and Thomas Madsen-Mygdal, an early investor in Podio, which was acquired by Citrix last year.
For Krieger, the contribution to Opbeat’s seed financing marks the first investment he’s made since Instagram was acquired by Facebook last year. “When I saw [Opbeat's] approach to taking on the challenges of life for developers, I immediately wanted to be involved,” Krieger says of the investment. Having been one of the leaders of a small team at Instagram that was tasked with scaling the app’s backend all while simultaneously working on building the product itself, the Instagram co-founder says that he “could relate to the serious pains Opbeat is trying to solve on the developer side.”
Opbeat co-founders and serial entrepreneurs Rasmus Makwarth and Ron Cohen say that the idea behind their new startup was born from the frustration of working at multiple tech companies,Cheap Dedicated Server where they repeatedly ran into the same problem. The small teams of developers and engineers at these businesses ended up wasting weeks and months cobbling together internal tools to manage the company’s web operations.

In the age of web tools and development, while the software stack has “become decidedly more varied,” the prevailing mindset is that operations and management should be easy, he says. In fact, it results in developers “taking over a bigger and bigger piece of operations and, in many cases, all of it,” Christensen explains.

Opbeat, a stealth, Danish startup founded last year, is a startup that’s doing just that — particularly for the many over-worked engineers and developers to be found slaving away at your local startup. Specifically, Opbeat wants to help developers by giving them their own, hosted Control Center for the many web operations they manage on a daily basis — and one that can be set up in a matter of minutes.
By doing so, the young startup has attracted some of the most influential startup developers in recent memory not just as users, by as investors. To wit: Opbeat is announcing today that it has raised two rounds of outside financing from an impressive list of investors, beginning with — most recently — a $2.7 million series A round led by Balderton capital.
The startup also raised a seed round earlier this year from a group of angel investors, which include Instagram co-founder Mike Krieger, Facebook co-founder Andrew McCollum, former Spotify CTO Andreas Ehn, 23 co-founder Steffan Christensen and Thomas Madsen-Mygdal, an early investor in Podio, which was acquired by Citrix last year.
For Krieger, the contribution to Opbeat’s seed financing marks the first investment he’s made since Instagram was acquired by Facebook last year. “When I saw [Opbeat's] approach to taking on the challenges of life for developers, I immediately wanted to be involved,” Krieger says of the investment. Having been one of the leaders of a small team at Instagram that was tasked with scaling the app’s backend all while simultaneously working on building the product itself, the Instagram co-founder says that he “could relate to the serious pains Opbeat is trying to solve on the developer side.”
Opbeat co-founders and serial entrepreneurs Rasmus Makwarth and Ron Cohen say that the idea behind their new startup was born from the frustration of working at multiple tech companies,Cheap Dedicated Server where they repeatedly ran into the same problem. FARMERS can look beyond expensive, designed-for-agriculture mobile apps when looking for products that can help their business according to farm technology consultant Richard Heath.
There was a good fit for other apps designed for broader uses to work within a farm system.
“In the scheme of things, the Australian agricultural market is only fairly small, so developers need to have fairly high costs for the product to make a profit," Mr Heath said.
“Other apps not designed specifically for agriculture can also be really useful and don’t cost much.”
Mr Heath, a former farmer on the Liverpool Plains in NSW, said free or cheap apps and systems could be used as communication or data collection tools in particular.
Speaking at last week’s Birchip Cropping Group (BCG) expo, Mr Heath said products like Dropbox, which allows users to store information in ‘the cloud’, or via a web-based server, could be useful both in terms of access to information and sharing the data.
“Storing information in the cloud means you can have access to it anywhere, and it is safely stored, you don’t have to worry about a faulty hard drive or memory stick,” he said.
He said growers could share information with their adviser to allow the adviser to give timely suggestions, rather than having to have them physically come out to the property.
Other useful products include Evernote, an annotation app.
“Farmers are famous for always having a notebook by their side,Cheap Dedicated Server this is just the new version of it, and again, it has the advantage of you not having to rummage around the ute to find it,” Mr Heath said.
He said Evernote gave farmers a chance to record ideas or concerns in real time.
“The notes can be sent to advisers and then the advisers can comment and send it back and it can be saved as a record,” he said.
Even basic products such as Google Earth can be used.
“The geo-locator in your phone is surprisingly accurate.”
Mr Heath said while it was more difficult than using dedicated map-making software it was possible to review things like yield maps using free mapping products.
However, there is a limit for the use of technology in terms of infrastructure.
“Connectivity is a key, and many free apps rely on connectivity," he said.
“With farmers often operating in patches with bad service, most of the dedicated agricultural apps have an offline mode as well.”

graduate inspires others to never give up
Benoit already has job shadowed a few different IT employees, one employed with Phoenix Computer Solutions who helped with Delta's technology, and another at his uncle's advertising business, Red Letter Communications. He's helped fix a few computers at the school after they crashed, replacing hard drives and cloning computers.
"As far back as I can remember, I've always been interested in computers," Benoit said.
He works on computers, knows them inside and out, and he's also a gamer. He plays MineCraft often.
Benoit is a devoted PC guy. Give him a Mac, and he can work it, but he won't be happy about it.
Benoit knows what he likes, and that's to be able to personalize everything. Apple doesn't measure up on that front.
"The user interface is more friendly," he said. "But if you're someone like me and like to customize everything and put things in different places, you don't like that."
Benoit's parents bought him a laptop for graduation, a 17-inch Toshiba with an I7 processor in it. It was supposed to be a surprise, but he helped pick it out.
"They knew I'd have a fit if they picked out the wrong one," he said.
Benoit said it's easy to succeed in school: schoolwork first, hobbies next.
His mom said as long as he worked hard, even if he got a bad grade, it was all right as long as he put in as much effort as possible.
"But it turns out I got good grades, just from working hard," Benoit said.
He is extremely proud of receiving first place in the Southeast Missouri Regional Science Fair in the computer science and mathematics division. He was the only one in the computer science portion, but the judges give awards on merit.
Benoit said if they think you haven't done well, it doesn't matter if you're the only one, you won't place.
"You still have to earn your place," he said.
Benoit said after Christmas break, his science teacher,Cheap Dedicated Server Connie Hodge, encouraged him to enter.
"At our school, we have our server racks in the computer classroom because we don't have a dedicated server room, and they have to keep the AC on all the time so [the computers] don't overheat," he said. "I wanted to show that they worked better if they're cooler."
For his project, Benoit put a computer in a freezer, refrigerator and then two hot boxes. He mounted thermometers for temperature readings. He tested how long it took from hitting the "on" button to getting to the login screen and how long the temperature took to stabilize. He also tested the time it took to load certain programs.
Benoit also won the Intel Excellence in Computer Science Award for his project.
Benoit was a member of NHS and FBLA, and he finished 50 hours for the A+ program this last year as a senior.
"Never give up," he said. "Don't let people tell you that you can't do something just because they say you can't. They may not be right if you keep trying."

Microsoft’s policy, that Xbox users would require a dedicated server of their own, would divide the players, something that the team was eager to avoid.
“The policy has not changed on Microsoft’s side,” he revealed. “The main reason from our side is that I don’t want the community to be divided; to be split into two or more. For example, one player might be on the PC version, another might be on the PS4 version, and I’m playing the Xbox version – but we’re not able to join the same game servers. That is just… I just don’t like the idea. I disagree with it.”
“To be frankly honest with you, there are now so many mobile devices, smart phones, everything — why would you ever just stick to one platform from the hardware aspect? Just — make it open to everyone? That’s my opinion.”
“I would love for as many players as possible to enjoy the game worldwide, so from a business point of view it could make sense to have it on the Xbox platforms. But as I mentioned earlier, that would bring about the tragedy that somebody might have to give up their existing character. Then players might get frustrated, and then they ask us – ‘Square Enix, can’t you do something?’ and then… yeah. Unless that happens, we can’t really do anything.”

We believe both of those groups
In New York, about 300 demonstrators showed up to march from Union
Square to Federal Hall. A debate over the success of New York's protest
ensued on Reddit, where some wondered if the media conspired not to
cover the rally and where the demonstration was called both "a great
idea executed terribly" and "an epic flop."
Could the Fourth of July protests have gone better? Sure, Douglas MacArthur, a political science major at the University of Toronto and Restore the Fourth's spokesperson, tells the Voice.
"I think we could have had better internal organization on a national level," MacArthur added. "I was pleased with attendance--we had tens of thousands of people attending, which is a lot more than a lot of protests get."
For one thing, Restore the Fourth was never intended to be a single protest. The demonstrations on Independence Day were executed with one goal in mind: to "establish a base of support moving forward," MacArthur says, "which is really the hurdle we needed to pass to keep it a big enough thing to go long term and to get people's attention and bring attention to this issue."
This issue, MacArthur says, can be summed up in single sentence: "end unconstitutional surveillance efforts."
It's easy getting folks worked up enough to go out and protest--whether they are protesting income inequality or unfair taxes--the problem Restore the Fourth is facing now is the same problem movements like Occupy Wall Street and the Tea Party encountered before them: how to turn outrage into real action.
For Restore the Fourth, the answer is not to take cues from either of those movements. "We believe both of those groups could have done a much better job of being nonpartisan," MacArthur says.
Already, he says, the organization had been criticized for being aligned with both Occupy and the Tea Party. It's not, MacArthur says, adding, "We're not going to turn down their support where it has developed organically, especially at the local level, and we're not going to push anyone out because they come from a more specific political group."
Restore the Fourth's goal may ultimately be to become something closer to a nonprofit, like the ACLU or the Electronic Frontier Foundation--both of which have already offered the organization their support.

The definition of getting the data
The biggest epithet (and sometimes
epitaph) in insurance technology is undoubtedly “legacy.” Older systems need
technologists who understand that technology rather than a staff that sees the
future of insurance in a different light.
While putting together his IT department at Torus in 2009, Torus Americas CIO Justin Manley didn’t have the constraints that many of his competitors face. Add in the fact that his bosses at Torus “always go after the best people,” according to Manley, and the start-up company was able to lift the shackles off his IT team.
“One of the things I tried to do is not constrain myself by focusing only on this [insurance] sector,” says Manley. “I looked for people in adjacent markets—financial services—where certain technical experiences could map well to what we were doing.”
Manley himself learned his trade in other markets. He began his 20-plus years career in technology in the telecom industry before moving into financial services—but not insurance. He moved into the insurance industry eight years ago.
“We were charged [at Torus] with building a 21st century insurance company,” he says. “We did not hire people to build a legacy insurance company. I’ve been building consumer applications—web-based, thoughtfully designed, straight-through processing with minimal human contact if possible. That’s where we’ve leveraged IT a lot to allow for traditional underwriting to occur with focus and precision and not necessarily incredible human growth. We’ve been able to grow our top line by allowing computers to do things they might not have done in days gone by.”
Two of Manley’s hires came to Torus from JetBlue where they managed the low-fare airline’s online reservation system.
“They are very heavy in the technology we are using,” says Manley. “I look for hunger in people that have been in a position for a while but aspire to go higher and grow. If you are willing to pay the right price you can find anybody.”
One of the challenges of being a CIO with a specialty commercial lines carrier is that it’s difficult to achieve growth as competitors go after each other’s customers. “We try to minimize the divergence of code and rules and the need to have a system for every single line of business,” he says. The definition of getting the data from that system to any other system is a defined interface. It has allowed us to grow. All the systems get their data from the hub.”

Information Security shows that despite increased awareness and
understanding of web application security, the level of vulnerabilities
in web apps remains largely unchanged.
However, the report does highlight that not all sectors have faired the same. Web apps for the Government and Media & Advertising sectors contained the highest number of vulnerabilities in 2010 and 2011,The Career best choose Career at MileWeb. but Insurance & Law came out on top in 2012 with an average of almost 16 vulnerabilities per app. When it comes to the types of vulnerabilities, server misconfiguration and information-leakage have been top of the list for three years, while input validation weaknesses such as Cross-Site Scripting and SQL Injections are in slow decline.
The Context report is based on penetration test analysis drawn from nearly 12,000 confirmed vulnerabilities found in almost 900 pre-release and production web applications between January 2010 and December 2012. Because the dataset has been generated from manual penetration tests and not automated vulnerability scanners, the results provide a credible and high-quality view of web application security.

Results from the finance sector show the number of vulnerabilities identified varies significantly across vulnerabilities, type of financial institution and even between individual organisations, suggesting that there is a wide variation in the quality of application security.
Context grouped each of the identified vulnerabilities into eight broad categories: server configuration, information leakage, authentication, session management, authorisation, input validation, encryption and other weaknesses that do not fit into the previous categories. “We focused on usability and design,” he says. “When a broker is putting together a package for the insured they make sure all the coverages are there. One of the last things they do is to get a quote.”

“It could take you 12 minutes to get through that competitive system and brokers were asked a lot of questions that had nothing to do with rating,” says Manley. “You had to answer all kinds of questions before going into what a lot of people call the service black hole.”

The status quo is particularly favourable to America
The saga of Edward Snowden and the NSA makes one thing clear: The
United States' central role in developing the Internet and hosting its
most powerful players has made it the global leader in the surveillance
game.
Other countries, from dictatorships to democracies, are also avid snoopers, tapping into the high-capacity fibre optic cables to intercept Internet traffic, scooping their citizens' data off domestic servers, and even launching cyber attacks to win access to foreign networks.
But experts in the field say that Silicon Valley has made America a surveillance superpower, allowing its spies access to massive mountains of data being collected by the world's leading communications, social media, and online storage companies. That's on top of the United States' fibre optic infrastructure - responsible for just under a third of the world's international Internet capacity, according to telecom research firm TeleGeography - which allows it to act as a global postmaster, complete with the ability to peek at a big chunk of the world's messages in transit.
"The sheer power of the US infrastructure is that quite often data would be routed though the US even if it didn't make geographical sense," Joss Wright, a researcher with the Oxford Internet Institute, said in a telephone interview. "The current status quo is a huge benefit to the US."
The status quo is particularly favourable to America because online spying drills into people's private everyday lives in a way that other, more traditional forms of espionage can't match. Americans' "position in the network, the range of services that they offer globally, the size of their infrastructure, and the amount of bandwidth means that the US is in a very privileged position to surveil internationally," said Wright. "That's particularly true when you're talking about cloud services such as Gmail" - which had 425 million active users as of last year.
Many are trying to beat America's tech dominance by demanding that US companies open local branches - something the Turkish government recently asked of San Francisco-based Twitter Inc., for example - or by banning them altogether. Santa Clara, California-based WhatsApp, for example, may soon be prohibited in Saudi Arabia.
